After 23 painful years of persistent campaigning by victims' families the truth over what really happened at Hillsborough has emerged. The report into the incident has exposed a 'black propaganda unit' within the police, which systematically smeared the victims, their families, the ambulance service and anyone else who dared to raise questions. The Sun newspaper and Boris Johnson went even further by denigrating the people of Liverpool in general. But was this all just a unique 'failure' of the legal system and the police, or does it reflect a more systemic bias within the state machinery against the real concerns and interests of ordinary people? How can we stop the media and political elites blaming the victims for the failures of this rotten system?
