Parking of cars in advisory cycle lanes

Please can someone explain to me what are the law/rules and or guide lines are in terms of cars parking in advisory cycle lanes. My understanding is that if a cycle lane is marked with a dashed line it is only advisory.

While I am here, someone told me many years ago that the no cycling on the downs in unenforceable in law. Can anyone clarify this for me as well.
